Founder and Principal Consultant
Louisa is a gambling compliance specialist with extensive experience across local government, regulation and consultancy. She spent many years working in local authority licensing before joining the Gambling Commission, where she held the role of Compliance Manager, giving her a unique understanding of gambling regulation from both licensing authority and regulatory perspectives.
Through RulePlay, she provides compliance consultancy, training and assurance services covering gambling regulation, licensing, safer gambling, governance and regulatory compliance. She works regularly with local authority licensing and public health teams to develop and review gambling policies, inspection programmes and regulatory frameworks, helping authorities take practical, evidence-based approaches to gambling-related harm and licensing.
Louisa has particular expertise in supporting remote and non-remote operators following the identification of regulatory failings. Working alongside senior leadership teams, she helps organisations strengthen governance, improve compliance frameworks, embed sustainable change and demonstrate meaningful progress to regulators. This work includes regulatory remediation programmes, compliance assurance, policy development, governance reviews and preparing businesses for regulatory engagement and ongoing scrutiny.
She is also a qualified GDPR Practitioner and ISO 9001 Lead Auditor, bringing additional expertise in governance, risk management and assurance frameworks. Louisa is a member of the Institute of Licensing, the International Compliance Association and the Gambling Business Group.
Louisa leads all RulePlay projects and works alongside a trusted network of specialist associates to provide clients with the expertise and support needed to achieve successful outcomes.
Richard Nokes
Compliance and Assurance Specialist
Richard is a gambling compliance specialist with extensive experience across regulation, local authority licensing and consultancy. He spent 15 years at the Gambling Commission, where he held a variety of roles following the implementation of the Gambling Act 2005, developing extensive expertise in licensing, compliance and regulatory assurance.
During his time at the Commission, Richard played a key role in the relicensing of the gambling industry and developed specialist knowledge in gaming machines and society lotteries. As a Compliance Manager, he carried out inspections across hundreds of gambling premises, from high-end London casinos to seaside family entertainment centres, giving him broad operational experience across every sector of the land-based gambling industry.
Richard has also worked within local authority licensing, providing him with valuable insight into the practical challenges faced by licensing authorities. He was instrumental in developing joint inspection programmes between the Gambling Commission and local authorities and helped promote greater consistency in Gambling Statements of Principles across a number of licensing authorities.
Through RulePlay, Richard provides consultancy, training and assurance services covering gambling regulation, licensing compliance and premises inspections. Drawing on experience gained within the Gambling Commission, local authorities and the wider gambling sector, he is known for delivering practical, proportionate advice that helps organisations strengthen compliance arrangements and approach regulatory engagement with confidence.
Sara Raheman
Executive Assistant and Client Support Specialist
Sara is an experienced Executive Assistant with more than 20 years of supporting senior leaders, business owners and professional services organisations. Through Get Ahead VA, she works alongside RulePlay to provide executive support, project coordination and client communication across a range of consultancy assignments.
Known for her proactive approach, exceptional organisation and attention to detail, Sara plays an important role in ensuring projects are delivered efficiently and clients receive a consistently high level of service. Her strong communication skills and professional, friendly manner enable her to build positive relationships with clients, associates and stakeholders alike.
Sara supports the day-to-day management of projects, client communications, scheduling and administrative processes, helping to ensure that consultancy assignments run smoothly from initial engagement through to completion.
Matthew Rogers
Training and Governance Specialist
Matt has more than 30 years of experience in the gambling industry, spanning operational management, compliance, governance and learning and development. He is the founder of MSR Training and works alongside RulePlay on specialist compliance and training projects.
Having spent much of his career helping organisations develop regulatory knowledge and strengthen compliance cultures, Matt brings extensive experience in the design and delivery of engaging learning programmes. His background includes senior compliance responsibilities, the creation of bespoke governance training initiatives and the delivery of training to audiences ranging from frontline employees to senior leadership teams.
Matt supports RulePlay clients through the development and delivery of compliance training, workshops and regulatory awareness programmes. His ability to translate complex regulatory requirements into practical, engaging and accessible learning helps organisations build confidence, improve understanding and strengthen compliance across their operations.
